Voltage Regulator Adjustment

'69 XLCH...Any tips on adjusting the voltage regulator? Around idle I don't seem to be getting enough current. The brake light functions but that's about it. At higher RPMs the horn works. One of the filaments in the headlight is gone , but that's a known and I can deal with it.
I haven't opened the regulator to inspect it. Sticky or dirty points? The regulator hasn't been in operation since around 1992 and it doesn't look like it's ever been opened up. Is this something that might go away after some more use?
OR---could this be something to do with a bad capacitor? As I recall it's a 25V/450 picofarad.
Ideas?

OK.........fixed it. The culprit was a shorted out light bulb socket on one of the instruments. The fibre disk/washer under the bulb deteriorated and split into a couple of pieces.
