Fork Boot Retainer Hardware

The fork boot retainers use 2 different length screws. One of the screws is 1/8" longer than the other three. Looking at the illustration in the parts book, it's placement may be the right front. Can anyone tell me which position the longer screw goes in and what the purpose was?

Also, did the vent holes go on the left, right or either?

Longer screw goes right rear, where it is double nutted for the left handlebar ground wire attachment. Vent holes go to the rear.

No special routing for the horn ground wire. This is a picture of my original paint 1956 KHK. Wire just heads to the middle of the triple clamps where it joins the dimmer switch wires and other horn wire inside a short section of wire loom that goes up through the handle bar riser and into the left handle bar.
