front wheel offset or centered on hub?

Hello all, I'm looking to lace a 52-63 front wheel with a 21" rim and am having trouble finding whether there is an offset or if the rim is centered on the hub. Any help would be greatly appreciated. Thanks - Nick

You will probably get a better answer by someone who has a service manual for this bike, but this is what you might try.

Put the front wheel assembly on the forks with everything that you have (axle, brake, spacers, hub, ....). put the hub on in the orientation that it should be in case there is offset built into the hub.

See if the hub is centered on the forks. If not, measure the left and right clearance and that is your offset.

I had the same idea 40 yrs ago until I found out my hub was trashed.
I’ve got a set of 40 yr old NOS spokes to lace the early K/XL hub to a 21” rim if you’re interested,

Correction to my previous response. Actually, you divide the difference by two to get your offset. In other words, if the difference in distance is 1/2", then you need to correct 1/4" the other way. That assumes that the front wheel needs to be centered on your forks.
