I referenced the throttle side grip only as an example to be clear on direction of ignition grip rotation. As you stated, only the left grip has anything to do with setting ignition timing.
In response to your question about the function of the ignition control, it is rolled away from you to retard ignition timing for starting the engine (timer should rotate CW to stop). This is done to reduce/eliminate the possibility of the engine firing early which can cause the engine to rotate backwards during the kicking motion, and can result in the kicker arm rising rapidly and spraining or breaking your ankle or knee. Immediately after starting ignition timing should be fully advanced (grip rotated all the way toward you) and should remain there until you need to start the bike again.
As others have stated, ignition timing is set with distributor fully advanced (grip rotated all the way toward you, which should rotate timer fully CCW against until the timer is hits the stop [motion limiter on base of timer]).
